Not necessarily. If your under-eye is oily, balanced, or prone to milia, this serum on its own gives you the actives without a heavy base. If it is dry or you are working on more established lines, use the serum first and a cream over the top.
It helps the share of them caused by pooled fluid and thin, poorly hydrated skin, and that is a real share for most people. It does nothing for circles caused by pigment or by hollowing under the eye. Those are worth having looked at properly before you spend more on creams.
