Possibly, yes. Oily skin can still be short of the right lipids, and stripping it usually makes the oil production worse. This is a dry oil built on squalane and jojoba, both of which are close to what skin makes itself. Start with two drops at night and see how your skin is by the end of the week.
Last. Oil is the only thing in a routine that other products cannot get through, so it goes over the moisturiser rather than under it. In the morning, sunscreen goes on before the oil if you use both.
