Hyaluronic acid needs water to draw on, so applying your serum onto skin you have just misted gets you more from it than applying onto dry skin. That is the whole argument for it. Anyone telling you a mist alone will hydrate your skin is overselling.

As a step before your serum, yes. Hyaluronic acid works better applied onto damp skin, so misting first gets you more from the serum you already own. As a standalone hydrator it does very little, and any product sold to you on that basis is being oversold.
Yes, a light mist held at arm's length refreshes without disturbing what is underneath. Do not soak it, and let it settle rather than blotting.
No. It carries lavender and orange peel oils, and limonene and linalool are declared on the list. If you need a fully fragrance-free routine, this is not the product and we would point you elsewhere.
