I will not pretend a wipe is as good as a cleanse, because it is not, and anyone who tells you otherwise is selling. What it is good for is the first pass on a heavy makeup day, and the nights you would otherwise go to bed without doing anything at all. Something beats nothing, and that is the honest case for them.

Common questions
Used as a replacement for cleansing, yes, because they leave residue behind and the friction is not kind. Used as a first pass before a proper cleanse, they are fine and they make the cleanse easier. The problem was never the wipe, it was treating it as the whole routine.
The cloth is plant fibre and Glo lists them as biodegradable. That refers to the cloth, so dispose of them in your general waste, not down the toilet. Nothing marketed as flushable should go down a toilet either.
Not reliably. Use a dedicated eye makeup remover for waterproof formulas rather than rubbing at the lash line with a wipe. The skin there is the thinnest on the face and friction is what damages it.
You can, and for some skin a light morning refresh is enough. If you use actives at night or have oily skin, a proper cleanse in the morning does more. Either way, the evening cleanse is the one that matters.
